1. Significance of the Audit Evaluation
The audit evaluation is an important measure for the school to actively respond to school work deployment, service school development, self-pressurization, advance planning, and promote standardized, efficient, rapid and scientific development of the college.
Under the new situation of Chinese higher education, especially the international cooperation in running schools, we have summed up the experience of various types of undergraduate teaching and cooperation in running schools. Based on advanced foreign assessment ideas, the core of assessment is to reorient the college’s talent training objectives. The self-assessment of the achievement of the student training effect aims to promote the diversification of personnel training, emphasizing the respect for the autonomy of colleges and universities, and embodying the university’s dominant position in the quality of personnel training. Through the review and assessment, the government can strengthen the macro-management and classification guidance of Sino-foreign cooperative education in institutions of higher learning, guide the school units in a reasonable position, fully implement the status of a talent training center, improve the quality assurance system, set standards, and develop characteristics to effectively improve the quality of personnel training.
Since the establishment of the college in 2016, the university has continuously increased its investment in our college and has effectively improved its teaching conditions. The college is also promoting the construction of professional connotations, continuously deepening the reform of curriculum systems and teaching contents, and actively promoting the reform of teaching methods and teaching methods. Teaching management, the establishment of a sound system of teaching quality assurance, the quality of college personnel training has been steadily improved. In 2018, the Ministry of Education will audit and evaluate the undergraduate teaching work of our university. This is a comprehensive inspection of all the work of the university. We must fully implement the principle of “promoting reforms with assessments, promoting construction with assessments, advancing evaluation with management, combining evaluation and construction, and focusing on construction” so as to ensure that the organization is in place, mobilizes personnel in place, and ensures organizational implementation, personnel implementation, task implementation, and progress. The implementation will ensure the smooth progress of the undergraduate teaching audit and assessment, and lay a solid foundation for the establishment of high-level universities and Chinese-foreign cooperatively-run brand institutions.
2. Guiding Ideology
Serving the overall goal of the double tops construction of the school is to meet the requirements of the University of Miami’s teaching quality system standards and to gradually achieve the goal of ABET professional certification in the international engineering field. This ensures that the College will meet the objectives of the Ministry of Education in the construction period as its purpose and adheres to it. Hold the course of “promoting reforms with assessments, promoting construction with assessments, advancing evaluation with management, combining evaluation and construction, and focusing on construction”; highlight connotative construction and characteristic development; strengthen scientific positioning of Sino-foreign cooperative education, strengthen the position of talent cultivation center and construction of quality Safeguard system, and constantly improve the quality of personnel training.
3. Assessment Scope
The appraisal and assessment scope of this appraisal is based on the parameters specified in the Self-evaluation Report Template of Henan University, and it also learns and understands the Sino-Foreign Cooperation Education Evaluation Program (Trial) and Sino-foreign cooperative education evaluation unit self-evaluation work manual of the Department of Education’s Degree Center on the 2017 Sino-Foreign Cooperative Education Evaluation. The parametric index involves 6 projects and 1 academic self-selection project, including 24 audit elements and 64 audit points. It mainly includes the orientation and goals of the college, the faculty, teaching resources, training process, student development, quality assurance, college self-selection, etc. It covers the orientation of the college’s education and personnel training objectives, teachers’ teaching level and teaching investment, and teaching expenses, teaching facilities and professional and curriculum resources development, teaching reforms and the implementation of various teaching links, the situation of enrollment and employment, student learning effects and style of study, the construction and operation of the quality assurance system.
4. Assessment Focus
The core of the review evaluation is to evaluate the achievement of the training goal and the training effect of the college personnel. We will focus on the orientation of school running and the adaptability of the target of talent cultivation and the development of national and regional economy and society, the guarantee degree of teachers and teaching resources, the validity of teaching and quality guarantee system, the satisfaction of students and the social employing units, and the measures and effects of the college party and government leaders attaching importance to the undergraduate teaching and the implementation of Undergraduate teaching center status.
5. Organizational Structure
1. The college established a leadership group for the audit evaluation of undergraduate teaching work (hereinafter referred to as the “Leadership Group”), and an evaluation and construction office under the leadership group (hereinafter referred to as “Assessment Office”).
(1) The leadership group is headed by Zhao Xinshun, the dean and secretary. Zhao Wei is the deputy head. Wang Chuangfeng, Wang Xiaowei, Guo Yuankai, and Kuang Yue are members of the leading group.
Responsibilities: Leading the review of the assessment work of the college, researching and deploying and actively coordinating the overall work of the assessment of the college; researching and deciding major issues in the assessment work; reviewing the policies and measures in the evaluation work; reviewing other related materials including the assessment and evaluation work phase tasks and self-evaluation report.
(2) The Assessment Office is headed by Zhao Wei. Kuang Yue is the deputy head. Wang Lin, Zhang Peiyu, Liu Qingshan, Guo Yuankai, Li Qi, Zhao Dan and Liu Wenliang are the members of the office.
Main Responsibility: Enhance communication with the functional departments responsible for the evaluation of the school; draft relevant work documents for the teaching evaluation; formulate the work plan for the review and evaluation of the college; organize and implement work tasks for each phase; guide the department (office) rectification work; supervise and inspect the college’s evaluation work, collect, sort out and feedback teaching evaluation information, etc.; carry out comprehensive rectification on the basis of assessment.
2. A number of special evaluation working groups were set up to take charge of the implementation of various special assessment tasks.
(1) Self-evaluation Report Drafting Group
Self-evaluation Report Drafting Group was set up. It was composed of the Evaluation Office, Academic Affairs Office, General Management Office, International Cooperation and Exchange Office, Student Work Department, and Professional Department Offices. The evaluation office is the responsible unit. Chief person in charge: Zhao Xinshun. Responsible person: Zhao Wei, Wang Xiaowei.
Main Responsibilities: Responsible for learning and interpreting the connotation of various policies and index parameters in the assessment work, and writing a self-evaluation report of the audit evaluation.
(2) Data and Materials Coordinating Group
Data and Materials Coordinating Group was set up. It consisted of the International Cooperation and Exchange Office, the Academic Affairs Office, the General Management Office, the Student Work Department, and Professional Department Offices. The International Cooperation and Exchange Office is the responsible unit and the heads of each department assist in the completion. Responsible person: Li Qi.
Main responsibilities: Strengthen communication with various cooperation colleges, and provide and organize supporting materials based on the self-evaluation report.
(3) Publicity Working Group
The audit evaluation publicity work team consists of the Student Work Department, the Academic Affairs Office, the General Management Office, and the International Cooperation and Exchange Office. The Student Work Department is the responsible unit. Responsible person: Wang Chuangfeng.
Main responsibilities: Set up audit and evaluation websites, make audit and evaluation video, report the series feature report about the topic on the characteristics of the college, the topic of teaching famous teacher and the audit evaluation.
(4) Integrated Coordination Group
The integrated coordination group consists of the General Management Office, the Academic Affairs Office, the International Cooperation and Exchange Office, and the Student Work Department. The General Management Office is the responsible unit. Person in charge: Wang Xiaowei.
Main responsibilities: During the period of review and evaluation, the group is mainly responsible for the reception of experts, meeting arrangements, maintenance of teaching facilities, and comprehensive coordination.
6.Schedule
Assessment work is divided into three phases
(1)Phase 1:Self-assessment(November 2017 - February 2018)
1. According to the spirit of the relevant documents of the Ministry of Education and the requirements of the school, the college conducts self-evaluation in order to ensure that the teaching conditions meet the conditions for the examination and evaluation of the undergraduate teaching work of the Ministry of Education and the conditions for running Chinese-foreign cooperative education institutions. The conditions for running schools should meet the eligibility criteria set by the Ministry of Education’s Basic Conditions for Running Regular Higher Education Institutions (Trial) (Teaching [2004] No. 2) ; criteria set in the Regulation of the People’s Republic of China on Chinese-foreign Cooperative Education (2003)and Measures for the Implementation of the Chinese-Foreign Cooperation in Running Schools Regulations of the People’s Republic of China (Teaching [2004] No. 20 )should also be meet.
2.The college and every department must establish and improve the teaching management system, strengthen the procedural and standardized management of teaching work, and do a good job in the various teaching links such as test paper proposition, review, achievement registration, graduation thesis (design), and experimental practice, and so on. Complete the collection and archiving of all kinds of teaching data, and finish the writing of self-assessment report.
(2)Phase 2: Pre-evaluation (April-March 2018)
On the basis of the first phase, according to the spirit required in the relevant documents of the school and the college, the pre-assessment work of the college is carried out strictly in accordance with the assessment parameters.
(3) Phase 3:
On the basis of self-assessment of the Institute, we will comprehensively reform and meet the assessment of the expert group of the Ministry of Education (May 2018).
7. Work requirements
(1)Raise awareness
Review and evaluation are the key works of school and college in the past three years. All teachers and students must have a correct understanding of the significance and role of assessment work. Establish a sense of ownership, overall awareness, and awareness of responsibility, strengthen collaboration, support each other, work together, and do a good job of each phase of work.
(2)Enhance learning
College leaders, offices and departments should earnestly study the relevant documents of the Ministry of Education for review and evaluation and Chinese-foreign cooperative education regulations and assessment work, and thoroughly understand the spirit and connotation of the review and evaluation. Based on the actual work of Chinese-foreign school-run institutions, they should do a good job.
(3) Clear division
Each working group, office, and department office shall clearly divide the work according to the requirements of the program, work together, and complete the data reporting, self-evaluation report, support materials, and management of teaching files.
The examination and evaluation of undergraduate teaching work is a comprehensive examination of the Ministry of Education’s undergraduate teaching work in our university. It is related to the overall construction of our university's “two-class” universities and is also related to the scientific and normative nature of our school's education. All staff and students should take a high sense of responsibility and mission and go all out to pass the assessment of undergraduate teaching work, continuously improve the quality of personnel training and the level of undergraduate teaching, and promote the undergraduate teaching work in our school and our college to a new level. The foundation of the “two-class” construction of our school gradually established the image of the brand organization of the Chinese-foreign cooperation in running schools.
